Urban design is both visual and practical. People are more likely to visit a site, a neighbourhood, or a city if it looks good and functions well. Using best urban design practices ensures this. Good design can help make people happier and calmer. Well-designed sites maintain their appeal and increase values in their area.The City adopted its Urban Design Guidelines in 2012. Since then, they have guided the design of development throughout the City. With the passing of a new Zoning By-law in 2022 and evolving best practices over the past decade, the guidelines need an update.The City has retained Scatliff + Miller + Murray to complete this update.Please <a href="https://getinvolvedthunderbay.ca/urban-design-guidelines-update/surveys/urban-design-guidelines-survey">provide your feedback on the updated Urban Design Guidelines</a> by March 15, 2024.The purpose of this update is to:<ul><li>Prepare updated design standards that align with the 2022 Zoning By-law</li><li>Revise the document for consistency with current City policies and best practices.</li></ul>The key goals are to:<ul><li>Promote new development that enhances the community through improved functionality and aesthetics.</li><li>Streamline development review process by clarifying performance standards and providing clearer expectations.</li></ul><h1>What are the Urban Design Guidelines?</h1>The Urban Design Guidelines are a companion to the City&rsquo;s Zoning By-law. They address site elements that aren&#39;t regulated through zoning such as tree planting. The Guidelines establish design criteria for both public and private development. Performance standards in the Guidelines address a range of site design elements. These include:<ul><li>Accessibility</li><li>Sustainability and stormwater management</li><li>Parking, loading, and circulation</li><li>Outdoor storage and servicing</li><li>Building orientation, massing, and facade treatment</li><li>Landscaping</li><li>Lighting</li></ul><h1>How are they used?</h1>The Urban Design Guidelines are a tool used by designers, developers, and City staff. They promote the City&#39;s larger goals such as<ul><li>Greening and beautification</li><li>Accessibility and inclusivity</li><li>Urban revitalisation</li><li>Crime prevention</li><li>Climate change resiliency</li><li>Protection of cultural and natural heritage</li></ul>The Guidelines align with and promote the goals, objectives, and requirements of existing City plans (e.g., the Official Plan).The guidelines guide and assess the design of both public and private development. Public developments like streetscapes or City facilities are generally consistent with the Guidelines. Consistency in private development is often dependent on what City approvals are required. Planning Staff use the Guidelines to assess the merits of planning applications. But planning applications are not required for most developments. The best means to enforce the Guidelines is through the Site Plan Approval process. But this process only applies to a limited number of sites in the City.<h1>Why do they need to be updated?</h1>The current Urban Design Guidelines provide a solid foundation but are over ten years old. Policies, regulations, and best practices have changed. The Guidelines need to be consistent with these to remain effective.The City of Thunder Bay City Council approved Zoning By-law 1-2022 in April 2022. New regulations increase opportunities for housing infill as well as offices and retail. As such, the Site Plan Approval process will be relied on to achieve the City&rsquo;s urban design objectives. Updated Guidelines will assist in streamlining the Site Plan Approval process.<h1>What is changing?</h1>Summary of changes to existing Urban Design Guidelines:<ul><li>Updated graphic design, images, and diagrams</li><li>Upgraded to accessible format</li><li>Included land acknowledgement</li><li>Updated Sections 1-3 (Introduction, Urban Design Vision and Guiding Principles, Performance Standards: Public Realm)<ul><li>Few content changes</li></ul></li><li>Updated Section 4 (Performance Standards: General Building and Site Design)<ul><li>Several content changes</li></ul></li><li>Replaced Section 5 (Performance Standards: Land Use Specific)<ul><li>Mostly new content</li></ul></li><li>Content updates in Section 6 (Implementation Recommendations)<ul><li>Several content changes</li></ul></li><li>Updated Appendix 1 Urban Design Glossary</li><li>Eliminated Appendix 2 Performance Standard Checklist</li></ul>

Urban Design Guidelines Update

Welcome to the City of Thunder Bay&#39;s survey on the possibility of designated encampment locations. We want to hear from you about an important question &ndash; should the City of Thunder Bay choose specific areas on City-owned land for designated encampment locations?Why are we asking?In April 2023, Council ratified a decision to address unsheltered homelessness from a human rights-based approach, outlined in Corporate Report 157-2023: Response to Unsheltered Homelessness &ndash; A Protocol for the City of Thunder Bay and City of Thunder Bay Encampment Response Protocol Flowchart&nbsp;(see Documents).Council also directed staff to gather information on how a variety of groups, including the general public, feel about designated encampment locations. This survey is gathering that information.What&#39;s happening now?The current emergency shelter system cannot fit everyone and there is not enough housing stock for people living in encampments. The true solution is more housing options, and although there is progress in this area, building takes time. Until then, encampments will likely continue to be a reality. In recognition of this, the City has developed a response to unsheltered homelessness. &nbsp;The City&rsquo;s response follows guidance from important human rights documents and a legal decision from the Ontario Superior Court of Justice (see Important Links). This decision affects all municipalities in Ontario, finding that evicting encampment residents without offering truly accessible shelter spaces violates their rights under the Canadian Charter of Rights and Freedoms.&nbsp;What is the City of Thunder Bay&#39;s role?&nbsp;The City is not a housing provider and does not provide direct services to encampment residents. However, we play a key coordinating role in our community&rsquo;s response because most encampments are on City-owned lands. The City does help with garbage collection, access to portable toilets, and has provided funding to outside organizations for their outreach efforts with encampments.&nbsp;What are designated encampment locations?Generally, designated encampment locations describe areas where encampments are officially allowed. They are temporary and not permanent solutions. Sometimes but not always, designated encampment locations receive a variety of supports and services. People cannot be forced to stay at designated encampment locations.&nbsp;We want to hear from you!Your participation in this survey is important. The current Waterfront Master Plan for the Pool 6 lands was updated in 2015. The plan provided recommendations for several land uses on the property including:

a mountain bike/skating area
a large multi-use field
a Nordic Spa
a cruise ship wharf and a pavilion including cruise ship visitor amenities
Since the 2015 update however, several new opportunities that have presented themselves. With new interest from external developers, a growing Great Lakes cruise ship industry, and an ongoing Highest and Best Use Study led by the Thunder Bay Community Economic Development Commission (CEDC), it is timely to update the Pool 6 Lands Waterfront Master Plan.

The City has launched an online citizen satisfaction survey to monitor and understand local priorities and concern on a wide range of City services while assessing the local quality of life.This year we have partnered with Zencity, a third party that will host the survey online for targeted continuous monitoring of residents&rsquo; opinions and satisfaction levels conducted to be statistically relevant based on Thunder Bay&#39;s census data.The citizen satisfaction survey touches on areas including housing, transportation, recreation, and public safety. The survey is one of our key performance indicators that we will use to monitor and track progress of our <a href="http://www.thunderbay.ca/StratPlan" rel="noopener noreferrer" target="_blank">Strategic Plan</a>.The Zencity survey will run from August to September 2023, and then resume in 2024.We invite you to complete the survey to share your satisfaction levels with the City.
