About this survey

The City of Thunder Bay is developing a new Use of Public Spaces By-law. This work is part of the 10-Part Enhanced Encampment Response Action Plan (the 10-Part Plan), approved by City Council in 2024.

The by-law is in the final stages of development. A full draft is not yet available, and no final decisions have been made. The City is asking for feedback on key directions being considered.

This survey is open to all community members and should take between 5 - 10 minutes to complete.

What is the by-law intended to do?

The by-law is expected to:

  • Help keep public spaces accessible and usable for all people
  • Set clear expectations for how public spaces are used by all people
  • Include health and safety requirements when using public spaces
  • Include rules that may apply for when and where encampments may be set up
  • Outline how enforcement-related encampment relocations would be handled when required


What happens next?

👉 What we hear through this survey will be summarized and shared with City Council to help inform their final decisions about the by-law.
