Establishing Grant Review Teams

With the transition, it is proposed that one Grant Review Team be established to review and recommend funding allocations to City Administration for disbursement. This single team would consider both Emerging Projects ($60,000 annual budget) and Schools Projects ($20,000 annual budget) to support consistent and equitable decision-making.

Evaluation of City-Led/Image Route Projects

City-led/Image Route project requests are unique in that they arise throughout the year, often in connection with broader capital planning or maintenance activities. Establishing a Grant Review Team for these requests would be administratively burdensome, as it would require convening the team each time a project is proposed. It would also be impractical to set a single annual application deadline for City projects.

As part of the broader rationale for dissolving formal committees, this approach helps reduce workload on both Council and Administration while finding more efficient ways to continue advancing key beautification and civic pride initiatives.

At the September 2025 transition meeting, there was concern about Administration overseeing funding decisions for City-led/Image Route projects. One proposed approach to address this is to establish a small, time-limited working group (3-5 people) to develop an evaluation framework that would guide decisions in a consistent and transparent way.
