Get Involved Thunder Bay!

We want to hear from you!Our community is facing an urgent challenge. More people in Thunder Bay are living without shelter, often in tents in areas called encampments. At one point this year, about 200 people in our community didn&#39;t have a place to live or shelter. While housing and homelessness are managed by the District of Thunder Bay Social Services Administration Board (TBDSSAB), it&rsquo;s the City&rsquo;s job to manage public spaces and care for all our residents, including the most vulnerable. The City of Thunder Bay wants to help with the immediate problem while the TBDSSAB and community organizations work on creating more permanent housing.What happened at City Council?On October 21st, City Council approved recommendations from City staff to make our response to encampments even better. One of the recommendations was to establish a Temporary Village Initiative to help get people out of tents and into mini units. City Council approved that recommendation, conditional on a final location recommendation. This survey is gathering public input to help City Staff make that final location recommendation. <a href="https://pub-thunderbay.escribemeetings.com/filestream.ashx?DocumentId=7171" rel="noopener noreferrer" target="_blank">Report 1: Enhanced Encampment Response - A Human Rights-Based Community Action Plan for Thunder Bay </a><ul><li>This ten-part plan enhances the City&#39;s response to encampments. It upholds the dignity and human rights of people living in encampments while addressing broader community concerns. </li></ul><a href="https://pub-thunderbay.escribemeetings.com/filestream.ashx?DocumentId=7262" rel="noopener noreferrer" target="_blank">Report 2: Temporary Village Initiative - Human Rights-Based Community Action Plan</a><ul><li>The Temporary Village Initiative is a part of the plan that would have secure living units with essential services and wraparound support. The Village gives people a better place to live than a tent, helps them stabilize, and transition into an appropriate housing option. </li></ul>Check out the Documents tab for the full reports! What is a temporary village?A temporary village is: <ul><li>NOT the same as an encampment. They are secure and dignified mini units with heating and electricity. </li><li>An organized and structured environment with on-site staff and security, and communal bathrooms and laundry units. </li><li>A temporary, stopgap measure to help get people off the street and connected to supportive services that will help them transition into housing. </li></ul>Why not invest in permanent housing? We know the real solution is building more housing options and groups like the TBDSSAB are already working on it, but building housing takes time. This year, we had more people living outside than ever before, and they need help sooner rather than later.That&rsquo;s why the City is suggesting a &quot;Temporary Village.&quot; This would give people a dignified, clean, and secure place to stay and stabilize until housing options are available to them. The Temporary Village would also make things better for the whole community, with improvements like fewer tents in parks, better public safety, and a cleaner city.City Staff are looking at two locations for the Temporary Village. Here are the details:Site A - Kam River Heritage Park - Dock StreetStrengths<ul><li><div class="fr-img-space-wrap">Can fit up to 100 units.</div></li><li>This is a current encampment and it is near supports and services.</li><li>Investing in power, sewer, and water upgrades can help with future revitalization efforts. <img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/0e5bfda6d16e78b4465fdf108b4d9bd581b7fc66/original/1729528023/a61874c0bffe76b5de0c18991a0c2d0a_KRP.png?1729528023">Open space on Duncan Street at Kam River Heritage Park - image from Google Street View</li></ul>Limitations<ul><li>The City would need to relocate people currently living at the site. </li><li>Location is one of the few waterfront parks in the area.</li><li>Power, water, and sewer upgrades are above the budget cap. </li></ul> Site B - Municipally-owned property - 114 Miles Street East<div class="fr-img-space-wrap">Strengths </div><ul><li>Can support up to 80 units.</li><li>Permanent power, water, and sewer upgrades are within the budget cap. </li><li>Location is very close to supports and services and there&#39;s no need to move anyone.<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/26623eb62ff86e9e4b392c0793a569391f95d92d/original/1729707211/674eebf2522336d0f9d9a1f8f6524b01_Miles_St.png?1729707211">Municipally-owned space at 114 Miles Street </li></ul>Limitations<ul><li>New location where people have not lived in an encampment. </li><li>It cannot fit as many units as Site A. </li></ul>We want your feedback on these two sites. City Budget Consultations

In November 2023, a review committee was formed to discuss the composition of Thunder Bay City Council and the ward system and consider the review of ward boundaries. The Committee will provide City Council with a recommendation on how Council could change by early 2025.The first phase of engagement was completed in June 2024.During phase one, respondents were asked what their priorities were for redrawing ward boundaries, or changing the composition of City Council. Some of the priorities identified during phase one consultation included voter representation, Councillor workload, and making sure neighborhoods and ward boundaries could be clearly defined by geographical boundaries. This feedback is incorporated into the next public survey.Other issues considered by the committee, which formed the two options for committee and public consideration include the cost to campaign for an at-large seat vs. a ward seat, determining the best representation for the electorate and that some Indigenous representatives feel it would be easier for an Indigenous candidate to successfully win an at-large vs. a ward seat.An online survey, along with other public feedback sessions are taking place in October and November 2024. Paper surveys will be available at City Hall and at Thunder Bay Public Library branches.Option One<ul><li>Change the ward boundaries to create <a href="https://getinvolvedthunderbay.ca/40511/widgets/168537/documents/138767" target="_blank">four wards</a> as part of a hybrid council</li><li>Eight ward Councillors with two councillors elected per ward, and two at-large Councillors</li><li>Registered voters would cast a ballot for five seats at the council table: two Councillors per ward, two at-large Councillors and the Mayor</li></ul>This option addresses concerns in phase one focus groups and public engagement, including Councillor workload, representation of urban and rural areas, distributed population amongst wards, and to base wards off of geographical elements and make neighourhoods whole. Most large cities in Ontario have ward systems, few have only an at-Large system.Option Two<ul><li>Ten Councillors-at-large, plus a Mayor</li><li>Registered voters would cast eleven votes: one for Mayor, and ten for Councillor-at-large</li></ul>This option addresses the concept that all voters should be able to cast a ballot for all council seats. This work is now complete. The results of a survey conducted in phase one <a href="https://getinvolvedthunderbay.ca/40511/widgets/168537/documents/138445" target="_blank">can be found here</a>.BackgroundThe current composition of Thunder Bay City Council consists of 13 members who serve for a four-year term. This includes one mayor, five Councillors at-large, and seven ward Councillors. Together they provide municipal representation for all citizens. The current term runs from 2022 - 2026.The City of Thunder Bay was established in 1970, an amalgamation of the cities of Fort William and Port Arthur, and the Townships of Neebing and McIntyre. The last change to the composition of City Council was in 1985, when the current system was created. You can <a href="https://www.thunderbay.ca/en/city-hall/ward-maps.aspx" target="_blank">find our current ward maps here</a>.The committee, comprised of six citizens representing the community at large, includes Chair Rebecca Johnson, Vice-Chair Cody Fraser, Riley Burton, Wayne Bahlieda, Heather McLeod and Carlos Santander-Maturana.

City Council Composition Review - Phase Two

The Boulevard Garden and Maintenance By-law will allow homeowners and property owners to plant perennials and annuals in the boulevard in front of their home.The <a href="https://getinvolvedthunderbay.ca/45585/widgets/191457/documents/139855">proposed by-law</a> is meant to provide gardeners with additional space to plant, and help beautify the City. It will also allow the City to enforce a number of rules for Boulevard Gardens, to allow for the safe maintenance of city streets, access for utilities underground, maintain easy access to fire hydrants and utility poles, and provide clear sightlines onto public roads.Some of the rules in the draft By-law include:<ul><li>Height restrictions on plants</li><li>Gardens must be 1 metre from a tree</li><li>Planter boxes are not permitted</li><li>Garden/boulevard height cannot be raised</li><li>Ditches cannot be used for a garden</li><li>Sight lines must be maintained for roads and driveways</li><li>1.5 metre radius required from utility poles, fire hydrants</li></ul>Please <a href="https://getinvolvedthunderbay.ca/admin/projects/boulevard-garden-and-maintenance-by-law/survey_tools/49975">take our survey</a>, and give us your feedback on how the proposed Boulevard Garden and Maintenance By-law can be used to help beautify Thunder Bay, while also maintaining safety standards for employees and contractors on city property.The survey is open until October 17, 2024.

Residents are invited to <a class="fr-strong" href="https://surveys.zencity.io/thunder-bay/L7akT7/en?s=sd" rel="noopener noreferrer" target="_blank">complete the survey</a> and share your satisfaction levels with the City.It will also run online through targeted advertising to reach the citizens of Thunder Bay so all voices are heard.Results from the survey help administration monitor and understand local priorities and concern on a wide range of City services while assessing the local quality of life.The citizen satisfaction survey touches on areas including housing, transportation, recreation, and public safety. The survey is one of our key performance indicators that we will use to monitor and track progress of our <a href="http://www.thunderbay.ca/StratPlan" rel="noopener noreferrer" target="_blank">Strategic Plan</a>.
