Victoriaville: Phase 3 - Construction
Project Overview
Phase 3 of the Reimagine Victoriaville project is well underway. The removal of the former Victoriaville Centre has reopened Victoria Avenue, reconnecting the streetscape with surrounding buildings and creating the foundation for a vibrant, walkable downtown. These changes are part of the City’s long-term vision to make the downtown core more accessible, pedestrian-friendly, and inviting for residents and visitors alike.
Construction began in Spring 2025 with the deconstruction of the mall structure. Work is progressing toward the reconstruction of Victoria Avenue, which is expected to reopen to public use by Fall 2026, followed by the development of new public plazas and landscaping, anticipated to be complete by Summer 2027.

What’s Happening Now
The site continues to take shape as construction moves from major demolition into building improvements and streetscape enhancements. Victoria Avenue is beginning to open to surrounding buildings, providing improved connectivity for both pedestrians and vehicles.
While crews are actively working on streetscape and building improvements, access to downtown businesses and public services is being maintained. The project team is working hard to minimize disruptions and keep the area safe and accessible throughout construction.
Visitors are encouraged to enjoy the downtown area and support local businesses as the transformation continues. Temporary construction fencing and alternative access signage will guide pedestrians and vehicles safely around work zones.
Parking, Access & Safety
The project team is committed to keeping downtown safe and accessible throughout construction.
- All public services and businesses remain open.
- Pedestrian and vehicle access is maintained wherever possible.
- Construction zones are clearly marked with fencing and signage.
- Downtown visitors are encouraged to use designated parking areas and follow directional signage.
Please review the Temporary Business Access Map for alternative business access during construction. These alternative accesses are expected to remain in effect until October 31, 2026.
The City of Thunder Bay is offering 2-hour complimentary on-street parking until December 31, 2027, throughout the city. Drivers may pay for an extended parking session for up to an additional 2 hours. Short term metre rates are in effect Monday to Saturday, from 9 am to 6 pm, free on Sunday. Please note that while McKellar Mall access is adjacent to Centennial Square, parking in this lot restricted to patrons of Centennial Square businesses. The parkade, the courthouse parking lot & street parking remain available for public parking.
These measures are designed to ensure safety while allowing the downtown community to continue enjoying local shops, services, and amenities.
Business Updates:
- Civic Centre: To access the City services within the Civic Centre, please use the south McKellar entrance, adjacent to Centennial Square. An accessible ramp has been installed on the 2nd floor of the parkade, with direct access to the 2nd floor of the Civic Centre.
- St. Joseph’s Care Group: entrance has relocated from Victoria Ave. & Archibald St., to within McKellar Mall. Please access via the South McKellar mall entrance, adjacent to Centennial Square.
- All businesses within Victoriaville Centre (Victoria Avenue & Syndicate Avenue) are operational throughout construction.
- Centennial Square and all businesses within are fully operational throughout construction
- Tammy’s Alterations: has relocated to South McKellar Mall. Please refer to the Temporary Business Access Map.
