As part of this work, the City is looking at potential locations for designated encampments. A designated encampment is a managed outdoor space with basic services and coordinated outreach support. It is a place where people living rough can stay temporarily while being connected to shelter, housing, and other supports.
This survey includes questions for all community members, and specific questions for business owners and operators. It should take between 10 - 15 minutes to complete.
How were sites identified?
City Council has already approved two key tools to guide site identification:
Distance Guidelines - to establish separation between encampments and certain sensitive land uses
Guiding Criteria - to assess whether locations could work in practice
Using these Council-approved tools, City Staff have identified six potential sites for public input. No final decisions have been made.

What happens next?
🔍 While public engagement is underway, City staff are continuing to build on the detailed analysis already completed to further evaluate site suitability.
