The City of Thunder Bay is seeking public input as it updates an environmental assessment for the planned Northwest Arterial roadway.

The City has initiated a new Addendum to the Schedule C Municipal Class Environmental Assessment (MCEA) completed in 1989 for the Northwest Arterial (NWA) Road.

As part of the Addendum process, the City is seeking public input on a new Addendum to the Schedule C MCEA for the Northwest Arterial Road.

Project Description

The City completed the 1989 Schedule C MCEA study and a subsequent 1992 Addendum report to establish and protect the location of the major arterial road corridor that is needed to provide a transportation connection and accommodate existing and future traffic in the northwest part of the City. Due to the lapse of time since the completion of the 1989 MCEA and 1992 Addendum, a review of the current project environment is needed to ensure the project design intent and mitigation measures outlined in the previous reports are still valid.

The NWA road corridor is part of a planned approach to providing an enhanced level of service to the City transportation system in the northwest part of Thunder Bay, and is integrated with future plans by the Ministry of Transportation Ontario (MTO) to modernize the Thunder Bay Expressway, which will include new interchanges and eliminating highway access at Oliver Road and John Street.

The NWA road is approximately 3.76 km in length. The design is an urban cross-section with four paved travel lanes, curb and gutter, sidewalks and active transportation paths, as well as a bridge crossing at McIntyre River that connects Golf Links Road with Highway 102 and Wardrope Avenue. The design would also feature a planned interchange at the Thunder Bay Expressway.

The NWA road creates new vehicle and pedestrian transportation connections, controlled intersections, and access along the new road alignment, promoting improved traffic operations, and develops potential opportunities for new land development along the corridor.

Thunder Bay residents have the opportunity to provide input into this process and the Northwest Arterial project at a public meeting on Dec. 4:

Open House Location: Thunder Bay 55 Plus Centre, 700 River Street, Thunder Bay ON, P7A 3S6

Date and Time: 5-8pm, December 4, 2024

Materials from the open house will be added to this Get Involved page following the event.

Additionally, a survey will be made available on this page from Dec. 4 until Jan. 10, 2025.
