The City of Thunder Bay is seeking community members and representatives from the nearby business community to join the Temporary Shelter Village Neighbourhood Liaison Committee (NLC).

The Temporary Shelter Village, located at 879 Alloy Place, is an 80-unit bridge housing program intended to support life stabilization and help individuals transition from homelessness into appropriate housing.

The NLC will bring together the Temporary Shelter Village and members of the surrounding neighbourhood to share information, ask questions, discuss concerns and experiences, and identify constructive ways forward.

The NLC is an advisory forum. It does not make operational decisions or direct City or Shelter Village staff. Suggestions and recommendations raised through the NLC may be referred to the appropriate decision-maker for consideration and follow-up.

Who can apply?

Applications are currently being accepted for the following positions:

  • Business Community: Business representatives or owners whose business is located in proximity to the Temporary Shelter Village.
  • Community Members: Individuals who live near the Temporary Shelter Village or frequently visit the surrounding area.

The City is looking for applicants who can bring local knowledge and different perspectives to the table and contribute to respectful and constructive discussions.

Current members of Thunder Bay City Council and individuals actively registered as candidates for Thunder Bay City Council in the 2026 municipal election are not eligible to serve on the NLC. This restriction does not apply to school board candidates.

What is the commitment?

The NLC will operate for a minimum of one year, with the possibility of continuing beyond the initial term.

The committee is expected to meet approximately once per month. Meetings will:

  • be up to 1.5 hours in length;
  • take place in the afternoon or evening based on member availability; and
  • normally be held either fully in person or fully online.

Regular attendance and active participation are expected.

Members will be asked to listen to and respect different perspectives, contribute constructively to discussions, protect confidential and personal information, and follow the NLC Terms of Reference and Code of Conduct.

Participation supports

The City wants participation on the NLC to be as accessible as possible.

Subject to City policies and available resources, supports such as transportation, childcare, accessibility or technology-related costs may be available to reduce barriers to participation. Honouraria may also be available for eligible community and business representatives.
