What does “surplusing” City-owned lands mean?
City-owned lands can be declared “surplus” when they are not required by the municipality, and/or can be disposed of by the municipality for a specific purpose. In this case, the proposed use of the lands being considered for surplus would contribute to the City’s growth and housing goals.
Why is parkland being considered to support this proposed development?
This parcel of land was considered for many reasons, after a search for appropriate locations did not produce viable alternatives. The lands being considered for surplus are zoned appropriately for this proposed development, are located on transit routes and near community amenities like grocery stores and recreation facilities.
Increased community usage and presence adjacent to the park resulting from the proposed development would contribute to reducing undesirable activity in this public space.
What is site plan control?
Site plan control allows the City to review how a development will look and function on a property. It focuses on details such as layout, access, servicing, and landscaping to make sure the proposed development is well-designed and compatible with its surroundings.

A short public survey is available until June 1 online at thunderbay.ca/getinvolved, and in hard copy at City Hall and branches of the Thunder Bay Public Library.
An open house will be held on Thursday, May 28. Details will be announced shortly on this page, through the City’s social media channels and News web page, and to local news media.
Residents can provide input to City Council through written or oral deputations at the committee level. Click here for more information.
Deputation requests for the June 16 Growth Standing Committee meeting must be submitted by 12pm on Friday, June 12.
Input from residents will be summarized and reported to City Council for its consideration.
How will a final decision be made?
City Council makes the final decision on whether to surplus City-owned land. On June 16, City administration will present the surplus proposal to Council’s Growth Standing Committee for review and feedback. The decision on whether to surplus the lands will be made by City Council as a whole on July 7.
Should City Council declare the lands surplus, an agreement of purchase and sale would be negotiated and presented to City Council for approval.
