Working Together for a Safer, More Supportive Thunder Bay

The City of Thunder Bay is taking action to better respond to encampments and unsheltered homelessness. We’re doing this through a new 10-part plan grounded in dignity, safety, and human rights. It’s called the Enhanced Encampment Response: A Human Rights-Based Community Action Plan — and we want your input.

Why This Matters

Across Thunder Bay, more people are experiencing homelessness — and many are living in tents or temporary structures. Encampments are not a safe or long-term solution. The Enhanced Encampment Response Plan aims to:

  • Offer safer, more supported alternatives — like the new Temporary Shelter Village at Kam River Heritage Park

  • Improve access to health, housing, and harm reduction supports

  • Make public spaces safer and cleaner for everyone

  • Respect the rights and needs of those most affected

  • Engage community members, service providers, and people with lived experience in long-term solutions

What is the Temporary Shelter Village?

As the first step in this plan, the City is building a Temporary Shelter Village — a managed, staffed space with up to 80 private, heated cabins. Each unit offers privacy, warmth, and access to washrooms, showers, and on-site supports.

It’s not an encampment — it’s a structured, safe space that helps people move forward while permanent housing options are developed.



How You Can Get Involved

Your voice matters. Throughout 2025, we’ll be asking for your input to help shape how we support people experiencing homelessness and create stronger, more compassionate neighbourhoods.
