Thank you for your input on the 2021 City Budget. Consultation is now closed.

The final budget was ratified by City Council on Feb. 8, 2021, with a municipal tax levy increase of 1.60% net of growth. The detailed summary of the amendments to the proposed budget will be posted to www.thunderbay.ca/budget on Feb. 12, 2021.

Proposed 2021 Budget:

All comments received during the consultation period, from Jan. 5 - Feb. 4, where shared with City Council for their consideration on a weekly basis during the budget deliberations. For more budget information visit www.thunderbay.ca/budget

The following graph shows the breakdown of how $1,000 in municipal tax levy would be spent on the various services and expenditures based on the proposed 2021 budget. (View graph as a plain text document.)


Thank you for Getting Involved:

  • An online proposed budget feedback survey was available from Jan. 5 to Feb. 4, 2021.
  • A Budget Community Handbook was also available to residents in hard copy from libraries and City Hall during this engagement period.
  • Deputations to City Council where held on Jan. 14, or Feb. 4, 2021.

2021 Pre-Budget Consultations:

A Pre-Budget survey was made available to residents from Nov. 4 - 25, both online as well as in paper copy through the Source and branches of the Thunder Bay Public Library. Thank you to all citizens who provided feedback. Read the below summary report to hear what residents had to say. The full verbatim citizen comments were also shared directly with City Council.

A 2021 Pre-Budget Virtual Town Hall was also held on Nov. 18, 2020. Councillor Mark Bentz, Chair of Administrative Services, City Manager Norm Gale, and Linda Evans - General Manager Corporate Services & Long-Term Care & City Treasurer along with representatives from City departments presented information about the upcoming budget and responded to citizen questions.
