What happened?

Until recently, City Council used a Committee of the Whole model.

That meant:

  • All members of Council met together to review reports, debate issues, and make preliminary decisions
  • Those decisions were then formally

What happened?

Until recently, City Council used a Committee of the Whole model.

That meant:

  • All members of Council met together to review reports, debate issues, and make preliminary decisions
  • Those decisions were then formally confirmed at a regular City Council meeting

While this model allowed everyone to be involved at every step, meetings often covered a wide range of unrelated topics in a single sitting.

In July 2025, City Council approved a new governance structure that replaced Committee of the Whole with Standing Committees.

The new system came into effect in September 2025.

Instead of all Councillors reviewing everything together, Council now works through three Standing Committees, each made up of four Councillors and the Mayor, and focused on a specific area of City business: Finance & Administration, Quality of Life, and Growth.

Standing Committees make recommendations to City Council. City Council then debates and votes on those recommendations at regular Council meetings.

City Council still has the final say on all decisions, that has not changed.

Why we’re asking for your feedback now

Public feedback helped inform the recommendations that led to this change, including a survey held in March 2025.

Now that the Standing Committee system has been in place for several months, the City wants to hear from residents about:

  • How the new structure is working
  • If it feels clear and accessible
  • How it could be improved

Your feedback will help Council understand what’s working, what isn’t, and what adjustments may be needed.
