Let's Build Thunder Bay - Housing Community Improvement Plan

The Housing Accelerator Fund (HAF) is a once in a generation opportunity to build Thunder Bay for the future! The City of Thunder Bay has been awarded up to $20.7 million from the Government of Canada through the HAF to fast-track the development of over 600 new housing units over the next three years, to reach a total of 1,691 new permitted homes by February 2027.
What is a Community Improvement Plan?
A Community Improvement Plan (CIP) is a strategic municipal planning and economic development tool that encourages revitalization for the designated area of the municipality.
The Proposed Housing CIP focuses on the housing related limitation of our community and encourages a variety of developments including infill development, increased rental units, and overall increasing the diversity of housing options for renters and owners.
What is the goal of the proposed Thunder Bay Housing CIP?
The plan will add density to the City and contribute to a more diverse housing stock by reducing the barriers to creating multi-unit residential homes and assisting property owners with creating additional units.
What areas of the City does the Housing CIP apply to?
The CIP applies to properties within the Housing CIP Project Area, which includes the existing serviced area within the city.
What grant programs will be available?
If approved by Council, three grant programs will be available this year thanks to funding through the HAF. The three programs are:
Additional Dwelling Units Grant
- Purpose and anticipated benefits: Provide financial incentives to homeowners to add well-constructed, safe, and legal additional dwelling units (ADUs) that are accessory to a residential or mixed-use building.
- Value of grant: The maximum value of a grant shall be 100% of eligible costs, to a maximum of $20,000 per unit.
- This program can be stacked with the Servicing Grant.
Servicing Grant
- Purpose and anticipated benefits: Provide financial incentives for municipal servicing upgrades to homeowners to add legal additional dwelling units (ADUs) that are accessory to a residential or mixed-use building.
- Value of grant: The maximum value of the grant shall be 100% of eligible costs to a maximum of $10,000 where municipal servicing upgrades are needed to satisfy current City standards.
- This program can be stacked with the Additional Dwelling Units Grant.
Multi-unit Residential Grant
- Purpose and anticipated benefits: Provide financial incentives to developers to construct well-constructed, safe, and maximum density multi-unit residential buildings, to contribute to the limited current supply of diverse rental housing.
- Value of grant: The grant may be provided to cover 100% of eligible costs, with a maximum of $25,000 per unit above the 70% density threshold of the zone, up to a maximum of $300,000 per property.
What is the maximum density of my lot?
The maximum density of each lot is based on lot frontage and other factors. Properties within the Urban Low-rise zone may accommodate between two and six homes.

Am I eligible to apply?
If you have a property within the Housing CIP Project Area, you may be eligible to apply! Please review the eligibility criteria that starts on page 14.
Properties that applied for a building permit after February 29, 2024, remain eligible to apply for these programs.
