City Council sought your feedback to assist in its decision making during the review of the proposed 2023 City Budget.

  • Read the 2023 Proposed Operating and Capital Budgets.

  • Read the City media release launching the proposed budget and outlining the 2023 key budget drivers.

  • Residents were invited to get involved and share feedback. All feedback was shared with City Council for their consideration on a weekly basis during the budget deliberations. An online survey and budget deputation opportunities were made available to residents.

The following table shows the breakdown of how $1,000 in municipal tax levy would be spent on the various services and expenditures based on the proposed 2023 budget. (View the plain text accessible version of this chart.)

Opportunities to get involved:

  • An online survey was available from Jan. 5 to Feb. 4, 2023.
  • A community handbook was available for download or pick up from the Waverley or Brodie branches of the Thunder Bay Public Library, or from City Hall.
  • Deputation to City Council were available on Jan. 12 (Pre-Budget Deputation) and Feb. 2 (Post-Budget Deputation).

How to make a deputation: In person, Virtually via MS teams, Send a letter to City Council. Deputation requests can be made by emailing OfficeoftheCityClerk@thunderbay.ca or by completing the online Speak Before Council form. Walk-in deputations will also be permitted. For Jan. 12 deputations, requests must be received no later than noon on Jan. 11. For Feb. 2 deputations, requests must be received no later than noon on Feb. 1. 2023 Pre-Budget Consultations:

A Pre-Budget survey was made available to residents in June 2022, both online as well as in paper copy through the Source and branches of the Thunder Bay Public Library. We heard from 268 residents. Thank you to everyone who provided feedback.
